AC Milan were believe to be in pole position to sign Fernando, but this was under the prior management of Massimiliano Allegri.
Clarence Seedorf has since taken over and brought in Michael Essien.
Liverpool have now been given a clear run to try and convince him to move on.
Merseyside rivals Everton were also credited with an interest, though they are now believed to be looking at other possibilities after missing out on him over the summer.
