Kongolo was being tracked by a host of big clubs around Europe including Chelsea and Paris Saint Germain.
The Blues also had to fight off late competition from Liverpool to land the strong-running teenager dubbed the ‘next Patrick Vieira.’
The news will come as a bitter blow to the Dutch side who had tried desperately to keep him at the club.
But Kongolo will leave the club in the summer after finally agreeing terms with Manchester City.
