The Spanish striker has recovered from a knee injury but Mourinho says John Terry will miss the clash with Albion at the Hawthorns.
Torres has been out for three weeks after suffering the injury against Manchester United on January 19 and Terry missed Saturday’s 3-0 home win over Newcastle United with a knock.
Chelsea face West Brom before returning to the Etihad Stadium for a second time in under a fortnight and Mourinho expects Terry to be fit to face Manchester City in the FA Cup fifth round on Saturday.
Mourinho said: “John Terry is still out but Fernando is back and available for selection.”
“I expect John to be back for the next game (against Man City).”
