Manchester United and Barcelona have been locked in a tussle for the centre back’s signature, but the La Liga giants launched a £10million bid.
Vermaelen had fallen behind Laurent Koscielny and Per Mertesacker in the pecking order last season and Arsene Wenger hinted the Belgian could leave in the summer.
United had previously been pursuing Mats Hummels but that appears to be dead in the water.
Reports suggest United are closing in on a deal for Vermaelen and he has verbally agreed personal terms of £100,000-a-week.
Vermaelen currently takes home around £70,000-a-week.
Moreover, with Calum Chambers destined to be given the chance to shine at centre half, Vermaelen’s days at the Emirates appear to be numbered.
Arsenal have already lavished around £60m so far this transfer window.
