Jake Clarke-Salter, Kyle Scott and Charly Musonda were all handed first team squad numbers after being taken on the club’s pre-season tour, while Brazilian Kenedy is still at the club after Chelsea failed to sign a left wing-back last month.
Musonda and Clarke-Salter are particularly have impressed progressing through the ranks.
Forest’s visit is Chelsea’s fourth game of seven in September following their return to Champions League competition last week.
Conte said: “When you have to play a lot of games and have just a few days to recover, it is normal to rotate.
“I think it is a good opportunity to see the young players that are training with us. They deserve to have an opportunity and I hope to take it.”
Conte also stated at the start of the season that he was going to rotate some of the youth to give them a chance in the senior side
