The 20-year-old was specifically requested by Coach Rafa Benitez after today’s summit with President Aurelio De Laurentiis, according to the Corriere dello Sport.
The Partenopei are lining up a formal offer for the centre-back, who is valued at approximately €1.5m.
Balanta grew up in the River Plate youth academy and was upgraded to the senior squad in July 2012.
He made nine appearances for the side and scored two goals.
