Manchester United, City and Chelsea are all set to table a bid for the young centre back.
The 23 year old is currently away at the World Cup with France, at it appears that Simeone is leading the way to take him to the La Liga side Atletico, rather than to an English club.
Mangala had been linked with a deal to both Manchester City and United, however neither club could get a deal done.
La Liga Champions Atletico are looking for a replacement for Miranda, who will leave the club this summer, and see Mangala as their first option.
The only real stumbling block towards any deal would be funding the transfer, with Paris Saint Germain also waiting in the wings interested.
