The two London clubs are eager to sign the midfielder this month.
Chelsea are preparing to fight rivals Tottenham for the signing of Axel Witsel.
The midfielder – who currently plays for Zenit – was a target for the Blues back in the summer and despite a change of manager, they continue to keep tabs on the 26-year old and could make a bid for him this month.
However, they face competition from Tottenham, who are also keen to sign Witsel. It is believed the player himself would also prefer to a move to a team that could potentially offer Champions League football and after the shocking season Chelsea have had, reports are suggesting it would gives Spurs the advantage if both teams entered talks with the midfielder.
AC Milan also interested
AC Milan from Italy have also registered an interest but they do have other targets who they are currently more focused on signing.
In the end then, it could prove to be a battle between two Premier League rivals for the 26-year old. The question is – who will be the one to win the battle and claim his signature?
