The Arsenal forward had been linked with a deadline day move to the Portuguese champions and his agent had reportedly flown to Lisbon to discuss a potential deal.
However, the move never materialised and, according to O Jogo, it is because Benfica were just ÂŁ1.5m short of Arsenal’s asking price.
Arsenal are said to have wanted around ÂŁ9.5m for Campbell, who scored the equalising goal in Costa Rica’s 3-1 victory against Uruguay at this summer’s World Cup.
But Benfica were only willing to offer ÂŁ8m for the 22-year-old and so the transfer collapsed hours before the deadline.
Campbell was also said to be keen on a loan move in attempt to guarantee first-team football, but Arsenal were only willing to consider a permanent deal.
