Lars Bender was linked with a move to Arsenal last summer, but a £15million bid was rejected by Bayer Leverkusen.
The Gunners are now set to renew their interest and put a £21million bid on the table.
Reports throughout Europe are suggesting that a bid will most likely be lodged before the end of the week.
