Gunners plotting New Year bid?
Arsenal scouts are believed to have been tracking the Juventus youngster ahead of the January transfer window.
The Gunners have been interested in the Italian defender for some time now, with claims of a £15.4m bid being made during the summer arising.
21 year-old Rugani ended up rejecting the move but Tuttomercatoweb says Arsenal watched his performance for Italy U21s against Slovenia on Tuesday and remain interested in making a deal happen.
He impressed last campaign at Empoli as he played every minute of the league season without picking up a single yellow card.
Eurosport say he’s yet to feature for the Serie A champions this season and could be loaned out in January if he is deemed surplus to requirements.
At the same game against Slovenia, it is understood that a scout from Manchester City was also present but it is unclear which player from either team he was interested in.
