The left-back, who spent the second half of last season on loan with Aston Villa, looks set to be surplus to requirements at Stamford Bridge, despite the likely departure of Ashley Cole.
Liverpool have already been linked with the 24-year-old but according to reports, Spurs have overtaken Brendan Rodgers in the pursuit.
Mauricio Pochettino, who was named as Tottenham’s new manager last week, was said to be looking at Bertrand as a replacement for Luke Shaw at Southampton, should the teenager leave St Mary’s.
But despite quitting the Saints, Pochettino still maintains interest in the England international as he looks to strengthen the left-back position at White Hart Lane.
It is thought Chelsea will be willing to part with Bertrand for around £6m, as Jose Mourinho looks to raise funds in order to overhaul his squad this summer.
