Welbeck has been weighing up his future in the last few weeks and now Louis van Gaal has agreed to sell after he asked to be sold.
The newspaper says Arsenal are keen along with long-term admirers Tottenham, with both clubs considering making offers for his services.
A source said: ‘Danny has an astonishing strike rate for United and he has now reached a stage where he deserves to be playing first-team football.
‘United are happy to let him go and a number of top clubs are interested.’
It’s claimed that United are willing to do business for about £15million and want him gone now, as his contract has just 18 months left to run.
An England international, Welbeck wants regular games to cement his place in the national team ahead of Euro 2016.
