The club’s director of football, Txiki Begiristain, is reported to have delayed his link up with the club’s pre-season tour to continue negotiations for the Belgium international.
Following a short and difficult spell at Chelsea, the 24-year-old has become one of Europe’s hottest properties after rebuilding his reputation with Wolfsburg.
City boss Manuel Pellegrini shows no sign of slowing down his summer spending spree after securing the services of Raheem Sterling for £49million.
They have also been linked with a £71m bid for Paul Pogba.
However, it must be a concern for the club that this spending spree could result in heavy Financial Fair Play sanctions.
