Chairman Daniel Levy has met with Director of Football Franco Baldini and new manager Mauricio Pochettino to draw up a list of targets and the players that may be up for sale.
Tottenham drafted in seven new players in the last close season.
More than £100million was spent as Spurs used the cash raised by the sale of Gareth Bale to Real Madrid.
Now, there could be another major influx.
Among those on the Pochettino hit list are Romelu Lukaku – the Chelsea and Belgium striker – who will find his chances at Stamford Bridge limited following the arrival of Diego Costa from Atletico Madrid.
He spent last season on loan at Everton. Pochettino also wants Southampton’s Dejan Lovren, the Croatian defender who played against Brazil in the World Cup opener on Thursday.
